I was a little surprised that Fasano gave the actual figure for uptime, 99.57%, and seemed to indicate he and Halvorson came to the realization that 99.999% was a requirement for healthcare (as if neither believed that before)... Is less than 99.999% acceptable elsewhere in healthcare?

Zombie thread, but bear with me, I just activated my account :)
For the years I've worked, I've heard 99.8% thrown around more than any number. Sure, 99.999% is ideal and probably what any higher up will be quoted as saying, but even 99.8% doesn't give you 2 full hours of downtime each month. I think the only way an organization can expect to keep numbers better than 99.8% over the course of serveral months would be to have a secondary, fully complete shadow system (and many do have this). Even then, there is going to be some lag with the fail-over with the larger organizations that is going to make 99.99% an impossible goal, again averaged over several months. The truth of matter is we just aren't there yet, tech wise.
